Utilization of High Price Medical Care Equipments (HPMEs) by Health Insurance Fee Schemes

Abstract
High Price Medical Care Equipments (HPMEs) are frequently incorporated into the health care system without proper evaluation of their effectiveness and efficiency. Dissatisfaction with several HPMEs grows over time performance fails to meet
expectations, and incompletely evaluated them.
This study is focused on the utilization of HPMEs through health insurance fee schemes. Although this study is devoted to establishing alternatives for the regulative policies of PMEs this alternative will be proved to be more powerful than ever
employed. The results of this study may be used to promote the distribution and utilization of HPMEs while delaying the introduction and diffusion of ineffective HPMEs.
Because resources for health care limited, it is important that the regulative measures are adopted. The most cost-effective are the ones employed so that the health care system produce the greatest possible improvement in health status for the
population.
Health care facilities have several reasons to introduce and disuse the HPMEs.
@ES The several reasons as presented below:
@EN 1. Medical practice is the process of applying medical knowledge having the probabilistic and uncertain nature for the solution of individual patient's problem.
2. In health care system, both providers and consumers tend to have little concern with cost of services.
3. health professionals are apt to choose the newest technology. They are trained as followers of technological imperative, and working under the incessant pressure from the medical technology market.
This study develops a comprehensive set of alternatives for utilization of HPMEs. The alternatives include two methods. The first method is to apply health insurance fee schemes to utilization of HPMEs in all health care facilities equally. The
second
one is to apply health insurance fee shemes to utilization of HPMEs in all health care facilities differentially.
